On November 21, China National Nuclear Corporation (CNNC) and the Hainan provincial government held talks and signed a comprehensive agreement to deepen strategic cooperation.

Green energy: securing the free trade port's energy backbone
Following the commissioning of the first phase of the Changjiang Nuclear Power Plant, its two operating units now provide approximately 9 to 10 billion kWh of clean electricity annually, accounting for nearly 25% of Hainan's total power consumption. On October 16, Linglong One, the world’s first onshore commercial small modular reactor and CNNC's multipurpose SMR demonstration project in Changjiang, completed its primary circuit cold functional test. On November 21, the "Heqi No.1" nuclear steam supply project began delivering stable industrial steam to enterprises in the CNNC industrial cooperation demonstration zone, marking Hainan Nuclear Power's transition from a single-purpose power producer to a comprehensive energy supplier.
In addition, the Changjiang fishery–solar complementary project has established an integrated model combining underwater aquaculture with surface power generation, creating synergy between ecological protection and clean energy production. In Longgun Town, Wanning, CNNC's first centralized photovoltaic project in Hainan has reached full-capacity grid connection. Together, these projects form a multi-level, multi-energy complementary clean energy system for the Hainan Free Trade Port (FTP), injecting sustained green momentum into the island's development.

Technological safeguards: laying the smart foundation for independent customs operations
From core equipment R&D to end-to-end intelligent integration, and from aviation gateways to land and sea ports, Tongfang Co Ltd has strengthened the technological safeguards for special customs operations through innovation in nuclear technology applications. During the province-wide comprehensive drills at 10 "second-line ports" on November 18, the company's intelligent inspection systems operated stably and performed reliably, providing strong technical support for the FTP's special customs operations.

Service support: strengthening the industrial support system
CNNC Shanghai Eighth Institute Technology Co Ltd has signed a cooperation agreement with Hainan Nuclear Power on the "New Type Sodium Hypochlorite Generator Industrialization Project", providing key support for the safe and stable operation of nuclear power units. Beyond the nuclear sector, its marine water treatment projects and maintenance services in Hainan have also been widely recognized. Looking ahead, the institute plans to advance the localization of key membrane treatment materials and to establish production bases for membrane materials and water treatment equipment in Hainan.
Looking forward, CNNC will continue to empower ecological development through technology and unlock growth potential through industry, contributing to a zero-carbon future for the Hainan Free Trade Port.
